Elizabethtown College has announced the appointment of Timothy Fetzer to lead the College’s efforts to establish a Police Academy.

“I’m excited to welcome Tim Fetzer as the new Director of the Elizabethtown College Police Academy,” Elizabethtown College Director and Assistant Professor of Criminal Justice, Kadee Crandall said. “Director Fetzer brings extensive experience and commitment to excellence in both law enforcement and the community. I’m confident he will bring strong leadership and new perspectives, shaping the future of law enforcement professionals.”

Fetzer is tasked with launching the new police academy at Etown, which was approved as a host site by the Municipal Police Officers’ Education & Training Commission (MPOETC), Pennsylvania State Police (PSP), and the Office of the Governor in January 2025.

Following a distinguished 25-year career, Fetzer retired as a Lieutenant from the PSP in 2024 where he last served as the commander of the Use of Force Section at the PSP Academy in Hershey. 

In his role, Fetzer oversaw the development and delivery of numerous training programs, ranging from crisis intervention and de-escalation strategies to law enforcement use of force. He developed a community engagement program in 2020, which continues to be delivered to community groups and professional audiences throughout the Commonwealth. 

During his career with the PSP, Fetzer held many roles, serving as a Patrol Trooper, Patrol Unit Supervisor, Background Investigator, Internal Affairs Investigator, and Criminal Law Instructor. 

 

Fetzer earned his Bachelor of Science in the Administration of Justice from the Pennsylvania State University. He is certified by the Force Science® Institute as an Advanced Specialist in the Behavioral Analysis of Force Encounters and also holds several law enforcement instructor certifications.
